declining since 1994–95 when it was 192,973 in elementary schools.
That number dropped to 185,143 by 1997–98. In 1998–99 second-language
enrolment increased to 187,727. In secondary schools, however, enrolment
increased from 111,806 in 1994–95 to 135,715 in 1998–99.
